Introduction
Phase I establishes the technical, regulatory, and execution foundation required to responsibly deliver the first MarinONE prototype as a public-serving infrastructure asset. This stage is designed to move the project from conceptual readiness to verified, build-ready status through disciplined engineering completion and formal site commitment.
Phase I is intentionally structured to produce tangible, auditable outcomes before any construction capital is deployed.
Engineering Finalization & Construction Readiness
During Phase I, CAFA will complete final engineering validation in coordination with qualified technical resources, ensuring that all remaining system components are fully integrated, sourceable, and prepared for construction execution.
The MarinONE system is licensed by CAFA from Solar Air Power, LLC, the originating technology developer. This licensing structure allows CAFA to focus Phase I capital exclusively on validation, planning, and public deployment readiness—without speculative technology development risk.
Phase I engineering activities include:
Final technical integration and engineering validation.
Materials sourcing and procurement readiness planning.
Construction documentation sufficient to support contractor engagement.
Risk identification and mitigation planning prior to build authorization.
The objective is to conclude Phase I with a clearly defined, construction-ready scope supported by professional engineering review.
Site Selection, Environmental Review & Public Process
Concurrently with engineering finalization, CAFA will complete a structured site selection process to identify the highest-yield location for the MarinONE prototype to provide measurable public benefit.
This process is conducted with transparency and discipline and includes, as appropriate:
Identification and evaluation of candidate sites suitable for public use.
Required environmental surveys and baseline assessments.
Public comment and engagement processes consistent with local expectations.
Formal site commitment sufficient to support Phase II construction execution.
The result of Phase I is a site position that is technically feasible, environmentally responsible, and publicly defensible.
Fundraising Structure, Accountability & Capital Controls
The Phase I fundraising objective is $200,000.
Funds raised in this phase are allocated exclusively to Phase I engineering finalization, site selection, environmental review, and associated readiness activities. CAFA will provide progress updates to donors so that contributors may follow execution milestones and assess readiness for Phase II construction financing.
Capital discipline is a core principle of this phase:
Phase I funds are deployed only for Phase I deliverables.
Phase II construction funds are not released until Phase I is adequately completed.
Progress, milestones, and completion status will be reported transparently.
This structure ensures that construction capital is deployed only after engineering and siting risks have been responsibly addressed.
Tax Deductibility & Fiscal Sponsorship
All donations to Phase I are tax-deductible through CAFA’s fiscal sponsorship with MarinCreates, a registered nonprofit organization. Contributions are accepted and administered in accordance with MarinCreate’s fiscal sponsorship framework, providing donors with established nonprofit oversight and compliance.
